You have it inside, the yellow can be scraped off. It does not look to be in good condition, poor soil. First thing to do is get it outside.

I think you need to look at how the soil is draining before considering repotting. If it is draining well, then no but if the water sits on the surface and takes a long time to drain then it might be needed. There are other ways to get drainage improved other than repotting. You don't say where you are or how long you have had this plant. It may bud on the bare branches, it may not but being outside is the only way to possible recovery. If the bare branches do not but in 3 to 4 weeks then they can be removed.

If you got the tree in this condition one cannot help to ask why?? Where there no healthy trees to chose from?
I would take the tree back to the seller and tell them they sold you a weak tree.

I thought I bagged a bargain, store was closing down and this tree was reduced to ?350 from ?900.
Now the store is closed and I don’t have anyone to go to.
First I thought may be the tree is not looked after as the store is closing and with care I will be able to get it back healthy.
This is my first tree so wanted to get Chinese Elm as i read it is one of the easily managed tree

They are easy to keep, but that was not a good buy. You need to find a club near you and get some help that way, there was no way that was ever worth anywhere near ?900 it is not dead, but will need a lot of tlc to get it healthy again.

I've never seen the yellow moss looking material before?but it could probably be cleaned off. In all of my attempts to keep a Chinese Elm indoors, it's always been a failure for me personally, not saying that it absolutely can't be done but looking at how my Chinese Elms thrive and have overall better strength and vigor now that they are outdoors leads me believe that outside is best.
