Tree Infestation/Sick

I have a Chinese Perfume Tree and it's recently been growing these weird, white, bumpy spots on the leaves. It's spread to most of the leaves and I'm not sure what I can do about it.
1) Is it too late to save the tree?
2) What's growing on the leaves?
3) What are some next steps I can do to help save my plant, if i't snot too late already?

If there are insects on the tree, you should spray it with neem oil. Neem oil has a burned smell but usually kills off pests. If those are fungi, try spraying it with peroxide.

It is not fungus, it looks like woolly aphid, spray with neem oil, check how to mix it

This bad infestation needs manual removal in concunction with any other treatment. If it is wooly aphid, a cotton pin dipped in rubbing alcohol works good.
Then it is important to find the reason for the tree beeing subseptible for this bad infestation and correct it as well. If not it will get new ones in the future.
