I've had this bonsai for about 3 years, however over the past month or so it has really started to not look so good. I chocked it up to the changing seasons at first, but now I thinking its a bit beyond that.
I don't have a regular watering schedule, rather I end up watering when the soil doesn't feel damp (which is usually every couple of days). It's kept outdoors at all time although it is a bit windy where I'm at in New Zealand. I'm still very much a novice when it comes to bonsai.
What are your thoughts, is it salvageable? What should I do!?!?

Ok, well, it does not look too good, if it was in England I would not be so concerned as the do change colour in winter. However, it looks dead, are there any green bits on the plant? My other question is are you sure it is a Cedar?

There are a two or three small green sprouts. I'm pretty sure it is a cedar, when I bought it the person said it was. Is there anything I can do?

Did it go brown the previous winters and got back to green in spring? Then it is a ceder. If not, it is a juniper.
I guess juniper and totally dead.

Oh no I hope not. Every winter it goes a little brown, but nowhere near this much!

Cedars gets totally brown in winter in my climate. I don't know about yours. My first hunch was juniper.
Anyway: junipers go totally brown any time of the year is dead. Cedars still totally brown in the middle of summer is also dead. So I guess correct species ID makes no difference.

To me, it looks like a cryptomeria, not a cedar.
