I don’t know why my hinoki cypress is turning like white and crinkly. I have it in full sun and water it when it gets dry. I feed it with biogold

There are nothing in your post that suggests a reason. So really it can be anything. Physical damage, pests, overwatering, underwatering, poisoning, wrong environment and a few 100 other reasons.

Yep, kind of difficult to say without any further info.
Maybe you wired that branch?
Or pests attacked that especific branch?
If you want to know why you should take a closer look on how you cared it lately, but anyways, the rest of the foliage seems very healthy, so just cut that part off and go on!

Did you follow the instructions on the biogold package? Over fertilizing can kill your tree.
In my experience, over fertilizing can do some weird things ie. strange colorations, killing off one particular branch etc.

In my experience mineral fertilzer can be overdosed, but not organic fertilzer. The organic fertilzers needs to be broken down and mineralized before it is awailable to the tree. That process limits the risk of overdose.

Yep, I don't think organic fertilizer would do that.

If you have one branch so completely dying like this, with the rest of the tree healthy, the most likely thing is fysical damage. Cracked branches, mis-wired etcetc.
All pests, infections, root challenges would normally affect a larger part of the tree than just a singula branch.
