Chinese elm tree not been having new growth and slowly starting to yellow was created by Rocks2260

Hi there, I've had this bonsai in my possession for approximately 11 months and have loved it, in winter it grew ALOT but now that summer has rolled around in the last few weeks/month its not been having new growth whatsoever and leaves that were small and growing in have stopped and recently just yesterday i noticed were going yellow.
I have had a look at the root mass and it looks mostly white and brown (which i think is healthy), and under the bark the tree is green and somewhat moist.
Extremely confused since the symptoms I've seen do not match to anything in specific, me and my dad who gave it to me decided to chance the soil its in, giving it brand new soil which should have more nutrients for it.
Just looking for someone to maybe explain these symptoms and how i can deal with them as i value this tree alot and would hate to see it die.
Tldr
-no new growth
-slight yellowing of smaller leaves
-still showing signs of being healthy apart from that (roots look fine, under bark is wet and green)

This is a tree that is struggeling for its life. The reason is that it was growing in winter when it should be dormant. It just emptied its reserves by growing when no energy was awailable. Repotting in summer did not help it. That should be done in the end of dormancy.
The good news is that chinese elms are very tolerant to abuse. Just move it outdoors so it can soak energy during summer and it may recover. First in full shade and slowly move it into full sun during a 3-4 week period. You may see more leafs falling during the transit as it sheds the winter growt that cannot handle the amount of sun. But If successful you will see a lot of new healthy growth.
Once the tree is outdoors, never bring it into living room conditions again. If you experience long period of deap frost in winter, it may need some protection like a shed, unheated greenhouse or cold frame. But a good winter dormancy is the key for successful growing this species.
I put this video together that will answer all questions you may have about this species. Pay extra atention to the amount of growth that is expected from a healthy tree.

Right okay so move it outside in a shady spot and progress to sun, should i change watering pattern during this transit time as it gets adjusted? or do i need to continue watering by observation whenever the weight of the tree goes down.

Watering routine is the same for all bonsai trees no matter species, climate or season. The video explains it quite well. Just make sure to check soil every day as frequency will increase.
