Browning Buds on Juniper

I recently was gifted a Juniper, and I reported it into the same pot it came in to go from organic soil to bonsai substrate (akadama, pumice, lava rock).
The pot has a separate little portion where water gathers but it is not connected - no water can pass through.

It looks like just the new buds are browning. I did fertilize it 2 weeks after I repotted it (18-6-.
We just reached temps consistently above 50-60 F, bit of a late spring.
Did I overwater it, or is this just some loss from repotting?
Also should I prune the brown buds? Or pinch?

Ill say repotting stress. Some buds seems still healthy. Stop fertilizing, it is way to early after repotting. If the repotting and after care was done right, it have a good chanse of recovering.
