This might be a dumb question but I’m going to ask it anyways, my tree I believe is a Japanese black pine and is meant to be kept outdoors, however I want to know if it is at all possible to keep the plant alive indoors with a UV light or some other grow light, watering, and occasional placement outside if needed

No you will kill this plant if you keep it inside. It is not just light it is temperature and humidity. Why would you want to anyway?

You can keep it alive indoors.
You need to turn the heat off in winter and turn off the air conditioner in summer. Open the windows and provide air flow just like outside and put up a grow light with light time and intensity just like outside. In particular, it needs darkness at night.
This is necessary because the plant evolved under those conditions and if it gets too much light or not enough cold it doesn't know how to react. They aren't real smart.

Ivan! You are a True polititian
Less politic and more truthful way of saying it.
The users on this forum mainly grow trees according to the japanese tradition outdoors. Not all trees survives, but most do.
We see hundreds of "help my indoor tree is dieing" threads here. No one have ever came back and shown a success story unless they moved it outdoors and it was not too late.
There are tree species that are not fully hardy to ones area. They need protection indoors in winter. As a beginner you should stay away from that species.
Trees kept indoors in livingroom conditions all year round dies and there are no way around it.
Everyone find it easier to grow trees outdoors and you will as well If you decide to try it.
