I guess most of us do not have much experience in growing trees in the wrong way
The chinese Elm should be bare right now. I would not put a chinese elm in leaf oudoors below 0 degrees. If your garage is above 0 degress that would be a possibility. If you are lucky it will shed it's leafs and regrow them once moved out in spring.
Azalea in Bloom in february may be a bigger problem. That normally happens in June. I see a lot of them sold in bloom in local gardencenters in mid winter. Have not heard anyone that made them survive. Since it is allready in growing phase, chilling it down may stress too much. I would try to leave it as is until temperature is up to 15c outdoors not to disturb the growing phase.
But I have no own experience and your guess is just as good as mine

In Rochester your best bet by far is to ask Bill Valvanis who runs International 名媛直播 right there. Actually, in Henrietta, but that is the same area.
He puts all his trees in a huge garage in October, temperature regulates to (I think) 27F and brings them out (I think) in late March. Yours might not be as hardy as his since it comes from Florida.
He also conducts classes and sells trees and pots, and has a blog with wonderful pictures.

If you are concerned about frost, just put it inside a cardboard box and cover it with a blanket so something similar ONLY during frost. During day just take it out of the box.
Carry on this way until weather improves ............
