It is normal that some seeds don't make it.
It is not normal for pine seeds to sprout this time off the year. And it is not normal for pines to grow indoors. Maybe that is the reason for your low success rate?
If you are in the northern hemisphere, try to put some seeds in a pot outdoors now and wait for them to sprout according to season. If you are in the southern hemisphere you need to wait 4-6 months before trying that.
