Juniperus chinsenis dying !

Help! My Chinese juniper is losing its leaves. Constantly losing them. Just re-potted with standard potting soil waiting for bonsai soil. Anyone have an idea what this could be?
I have another bonsai (ligustrum) that is in perfect condition.

It looks a little overwatered to me.
Yes, some browning at the tips can be lack of sun below the canopy and/or too much water.
On the other hand it really looks healthy, and old green mass will eventually die, and be replaced by new sprouts.

Because your foliage is so dens, the foliage on the inside of the tree lack's light and will die.
Thinning out the foliage on the appropriate moment, brings light inside the tree and will show you the branch structure.

As your juniper grows, the older foliage drops. Aging of the foliage combined with shading by the extending branches make it of no interest to the plant to keep the older, inner/lower foliage. This is the KEY to bonsai development: Ensuring on the one hand healthy extension growth. And on the other pruning / thinning this foliage often enough to keep the lower and inner foliage healthy. If you do nothing, the tree will be bare on the inside and lower branches will start dying off.
