My Pine is dying

I have been growing the plant from seed for about 3 years. I have recently reported and am waiting to fertilize after the repotting. It has been grown indoors. Should I move it outside?

YES. Pines don't survive three years indoors. So you have an unique story to tell.
On the other hand a three year old pine is much bigger than this.

Fertilizer doesn't do much to grow the tree. It wants sunshine, unfiltered through a window.

under what conditions do I want to shelter it at? and idk if this matters but it also came from a seed.

Here is an update. My parents are insisting I keep it indoors. And that if I don’t the plant will die. They also claim the darkened tips are from the sun scorching it, I believe however it is due to over fertilization. What should I do?

New Jersey is probably a great area for pines. The one issue you might have is air pollution in a few small areas, but you are in the Garden State.......
Find a bonsai club near you and talk with the people there who have trees twenty years old. Do what they say.

Your parents are right, if you move it directly outside in full sun it may die. The move must be slow and gradually. First in full shade and then moved gradually into full sun during a period of a month. Even when doing everything right it may die. It is a very week seadling. Kept indoors it will die, no doubt about it. So really not a hard decition to make.
