Hi! I've had this chinese elm bonsai tree for about 2 years now, I left it in my mothers care however when I returned the leaves were all mostly lost and it doesnt seem that any new leaves are growing.. is the tree dead? I dont understand how leaves appear to be growing out of such dry and dead looking wood! Its on a sunny window sill and it getting plenty of sun, though it appears that my mother was not watering it sufficiently.

I have seen hundreds of threads and pictures like this. Dont be to hard on your mother, you gave her an impossible task. Elms is temperate semi decidious trees and needs to be outdoors for long term health. As soon as risk of frost is over, just move it outdoors gradually getting it used to the sun. Once out in full sun, just leave it there for ever, never taking it indoors again.
