Looks like you are growing it indoors and maybe a little bit early on the season. Move it outdoors and see if it gets better.

it been growing for a year now.

it was inside and then I read they need to be outside but the temp was down to 30 so I brat it inside.

how low can the temp go for it be ok outside.

and after they sprout should they go out side.

Norwegian spruce dont tollerate long periods of -20 degrees very well. Other than that they are very hardy.

Sow them outside in athum, they sprout naturally in spring and keep it outside at all times. If temperature fall very much in winter it may need some protection. Cold frame, shed or unheated greenhouse can be beneficial. Up north from me I know they just burry the tree in snow, so if you have snow that might be the best bet.

You say one year? That is not much growth for a year.

Normal Windows filter around 25% of the sunlight. That will off course limit the growth potential by same figure. But also, outdoors gets twice the sunlight hours as well. That makes quite a difference. But for sure the dry hot air indoors, limits growth and the tree will never grow to what awailable sunlight potential is indoors.

You can sow your seeds in any size container you want, just make sure it is draining.

Saying down to 30 makes me think Fahrenheit, which would probably be pretty warm for Norwegian winters. If it is -30 C that would be probably low enough for some protection from winter winds. Find a bonsai club nearby and see what they do,
