Checking is cherry seedling is okay!

Hello!
I just bought a Barbados Cherry tree seedling that I want to turn into a bonsai and I just want to know if this seedling looks healthy. I heard that cherry trees tend to grow the "White Powder" fungus and I see that the trunk and leaves look a bit white but they don't really match the images of white power online. Is it something natural? I also see some tiny brown spots underneath the leaves (It's not soil I checked, only the lowest leaf in the front in the first picture has soil on it).

This looks heathy/ The white on the leaves is scale buildup from the water. The brown spots are too vague to say anything about.

Remove plant from heat mat. Only needed for germination. Warmer roots and cold foillage, means more water pressure from roots, but slow transpiration of the leaves. In nature foillage is warmer then the roots.

How do I keep the plant warm then? Should I buy a heat lamp? It's pretty cold where I am right now and I'm using a regular grow lamp so I don't know if that's enough heat.

Cherry is a temperate deciduous species. No reason to give it extra heat unless you are in the far north or south.
If you are safe from frost where you are I would suggest put it outside.

That's a Barbados Cherry (Malphigia Emarginata) which is a tropical evergreen, it will only be semi-deciduous if on a more subtropical climate, it cannot endure temperatures lower than -1 °C.
