ligustrum doesn't want to regrow leaves

Hello everyone. This is my first post and first bonsai tree. I have problem with leaves which don't want to regrow. First photo shows the three at the begining and next photos when the problem showed. I water the tree about once a week with 0* RO water. I already used growth stimulator and fungicide for roots and leaves and I regulary fertilize the tree. Is it possible these branches are somehow dead? I think I underwatered the tree a little because I was afraid of fung in roots and I thought it would be better to water it less often than often. I also think the tree because of less water lose weaker leaves but i don't understand why is it growing new shots instead of regrow leaves on older branches. The branches are empty from about 1,5 month. Previously it loose leaves on another branches but they regrow really fast (one before last photo). I think some leaves are big because of less light in the winter and some are "wavy" because of underwatered.

Looks like dead branches to me.
You do know that ligusturum dont do well indoors?

I think you are right. I scratched a little bark and it is brown and I scratched a little in healthy branch and it is green. So I need to wait for new shoots to formation and replace dead branches. Should I cut dead branches or leave it for now?
You do know that ligusturum dont do well indoors?
No i didn't. Can I keep it at spring and summer outdoor and the rest indoor?

Dead branches can be cut off at any time.
You can keep temperate species indoors in summer but in winter they need to go dormant. Unless you have below 7 degrees indoors, they need to be outside.
For full health they need to be outdoors all year and protected from temperatures outside their tollerance.
