White fuzz on Japanese Juniper was created by MartJay

I was gifted this Japanese Juniper about a week ago and when I got it, it looked good as new. However today I noticed this white fuzz on the base and some of the soil near it. Totally new to bonsais so I'm wondering if this 100% normal or if I have to fix something.

is your tree inside ( where it will die) or outside ( where it should be)?
