Tree Dying But Still Growing?

Is this norm for a tree (Jacaranda Mimosidolia) to grow like this. The bottom of the tree has a harden brown part, which seems to be VERY VERY slowly growing upwards. The branches seem to go limp around that area, some feel healthy and some branches fell off. I figured some branches going limp is just apart of a fern tree. From the middle to the top of the tree is a bright healthy looking green. I am wondering if I'm just delaying the inevitable or if I still have hope for this tree. Here's a little background below.
This happened ever since I tried growing the tree in an outside environment when it was a couple months old (now it's over a year old). When I put it outside, week after week it seemed to get weaker. Eventually it stopped growing altogether and went brown similar to the photo below. I figured it was dead but said what the hey, why not bring it back inside. Sure enough it started to grow again (quickly at that), but the brown part of the stem stayed the same.
Short version: Put it outside > it went brown and stopped growing > Brought it back in > started to grow again.
Side Notes: I don't need to be told it should be outside... I know... It didn't workout.

The brown is the maturing of the stem.
You do not want to hear it so I am not going to say it. But you are misinterpreting the situation.

Ok...
Can you tell us where you are located, and with what temperature did you put it outside? Also the night temperature are important.
Because it is a tropical, if it's to cold it wil stop growing.
Edit: Ok found out where you live, east coast of canada.

Sadly I live in a windy/rainy climate (It's rare to get 20°C over here. Only on a good day) so I will not be able to put them outside.
So now we clearly know, you don't have the climate for tropicals outdoor.
Well then you need to do the same as nigeal saunders does (as he lives in canada too)
Put the tree during days with 20degrees outside. If it gets colder then 15c, you put them back indoor.

As for putting it outside, I already thought about putting them outside during warm days and inside during non-optimal days, but I was told in a previous post "Trees really dislike being moved a lot" and will "likely kill the tree". Do you guys have any other advice on this information I was given?
I should also mention that 20c is quite a rare temperature here... I only get that kind of heat 2 months of the year, mid-July > August.
As you guys can tell. I am just trying to do my best to work with what I have.

When I first started growing my trees, I had four different kind of trees. All which seemed to have stopped growing but are still green OR they have just straight up died from being outside. I currently still have some of the others. But they have made almost no progress since I brought them outside.
This was my tree before I put it outside.

As you see it has tons of leaves. Soon enough it lost ALL of them and just became a brown stem. It also stopped growing for weeks.

When I brought the tree back inside. Within 2 days it started to grow leaves again. This is when I found out it was way too cold for my tree outside (even on a good day here).
