Seedling problems (New to bonsai)

Hi everyone,
This year I decided to start doing stuff with gardening. I also thought it might be fun to get into 名媛直播, but it is not going great at the moment. As typical, I got one of these starter kits.
I planted my Jacaranda, Flame tree and Norway spruce around 10 april, indoors and kept them at the window with lots of sunlight. Watered them 1-2 times a day, trying to judge by how dry it was.
Currently, I believe I failed my Jacaranda already, since they never seem to have sprouted. Not quite sure what went wrong, probably sunlight or water related, but I do not believe I can fix this anymore so I have sort of given up on it.
My flame tree seems to sort of be doing well, it certainly is growing.
But I worry about this mold I am seeing on the outside of the pot, is that simply because I overwatered at some point? And should I just take it off and will that fix it or?
Additionally, should I move it into a larger pot, and if so, should I just place the entire thing with the growing pot in it, or do I have to take it out of the growing pot?
I also believe I have to buy fertilizer soon, since it will be almost 2 months, so if anyone has any suggestions on that, they are welcome!
Then the next one, the norway spruce. They seemed to be doing fine, but they didn't really grow for a while. The same question about whether I should repot them ( and also split them up?). And also I read somewhere that norway spruce should be outside. I do actual have them already in a small plastic 'greenhouse' type of thing, so I could use that to put them outside in.
Side note, I live in the Netherlands, and another note, I had all of them inside the greenhouse thing indoors for about a week or more as well, because we didn't want our cats to be able to get to them (which they did once before, they literally pulled out a norway spruce).
Any advice is very welcome!
