Hello. I think my Japanese Maple is dying and I don't know what's happening. It stayed outside during the winter and by now, it seems it did not bud. Can I do anything to save it? I really want to know that. Or what caused the dying to happen?

It is hard to tell what went wrong. Did you have a long period of sub -10 temperature? Was the tree exposed to hard winds? Did it at any point in winter got dry?
I dont think that there are life left. Even up here in sweden the maples are budding out now.

Did you stop watering? It is probably dead, I would leave it and see what happens, but I would not hold out much hope.

I can't tell if it's still dormant based on the photos. There should be buds by now. Try scratching a branch with your nails and see if there's still green or moisture. If so, it's just dormant.

Based on the asumption that op is in northern hemisphere south from me (as most people on this forum). I would say totally dead.

zooming in on your picture it is clear that there are some sections of bark still living, but overall, the tree is dead. The last bits will probably dry out too.
At the lowest part of the trunk there seems to be a girdling line. Was there a tight wire down low?
