Specifically can you change the shape of a Chinese elm bonsai, say 5-7 yrs old. From broom style to the 's' shape with that bend in the trunk. Or is it the trunk too old and thick to bend by that time ?

It is too thick to bend.
And to be honest, the s-shapes trees are not something to aim for. They are a caricature of a tree, rather than bonsai.
