Just repotted the Sabina juniper around 3 weeks ago. 1/3 lava, 1/3 pumice, 1/3 calcine clay.
It’s been outside all year long and will stay there, it’s getting tons of sunlight and watered only when about an inch down or so the soil is dry.
I feel like blight or possible die back due to repotting maybe? But I’m not sure. Would love some professional feedback! Thanks

In loose substrate like that you can water more frequently, assuming it is this open through and through. I do NOT let the substrate dry out that deep down.

How to tell if its tip blight vs over watering / under watering? My tree has a bit of orange and kind of swollen white tips? not sure whats going on on this? Should i cut the orangeish foliage off? leave it alone for a bit longer? Fungicide/insecticide?
kind of lost and looking to not lose this juniper.

I would leave it alone. Let the tree sort itself out. Care for it as normal.
The swollen tips could be just new growth.
TO be honest, your pictures are not very clear for judging this. Do you have some up-close pictures showing just a branch with some of the tips you refer to?
Repotting and rootwork are stressfull for a plant, and certainly the first repot from a nursery container can take a while to recover from. Depending on your experience it might be a year before you get healthy growth again. Take alook at this thread, which is where i realy learned the value of patience. I think it took 3 years for the tree to really start growing, which is when I realized.. I have been overworking the tree: www.bonsaiempire.com/forum/general/7097-juniperus
