Advice for repotting these two seedlings

Hi all - I have been reading through other similar topics on here, but nothing exactly matched my scenario (that I could find). Looking for some help with my two Norway Spruce seedlings. These both came from seed in a starter pot w/ peat pellet. About 3-4 months in and both looking very healthy, although very close to each other. The roots are inches out of the peat pellet now, and because they are two, I'm worried they will outgrow this space very soon. At what point should I:
1. Repot with the supplies I have pictured, and
2. Separate these little guys, if at all?

There are no location information in your post. So no accurate info from me. Anyway, the trees can be separated all thrue winter and early spring. If your chanse is over, just wait another year

Sounds like it is too late then. Move them outside and grow for a full season, repot in early spring 2022.

If and when you repot, do not plant them in that bonsai pot , or use that bonsai soil. Regular potting soil and containers/colanders are ok the first 5-10 years or so.

whats the harm in this bonsai pot versus a regular container?

There is no harm other than that it’s completely useless. The bonsai pot is the last stage in the development of a bonsai. To achieve a thick trunk and big branches the tree needs to be able to grow as fast and vigorous as possible. You will not achieve that by undermining its growth in a small bonsai pot, that’s something you need when the tree is “ finished”.
Your saplings will not magically become bonsai by placing it in a bonsai pot, only age , a thick trunk,, appearance will do that.

I keep many of my saplings in bonsai pots, but that is because I have an abundance of big bonsai pots. There is some benefit in keeping the saplings in a shallow pot, so they cannot grow vertical roots. But the pots should then be wide so that there is space to grow roots radially.
