My neighbor has this tree and every time I look at it all I can think about is it being a bonsai tree.

No it is not a bonsai tree. A bonsai tree is any species of tree that are grown in a pot and carefully worked on by human hands for decades.

This is some kind of juniper. I bet many here would like to dig it up, put it in a pot and start the work of turning it into bonsai. Very good starting material.
