White and green areas growing on the soil was created by Beckburt

Hello, we have owned our carmine microphlla bonsai for a couple or months now. Only recently I have noticed a green and white mould looking area developing within the soil. Researching online it suggests that it is over watered. Is this the case? Or is this sort of fungus healthy as other websites suggest.
