Help with new Juniper

Hi,
I just purchased a 7 year old juniper and noticed some problems with it. I have done back and forth with seller regarding the health of the tree but am looking for some more input. While cleaning up the tree i started to notice a white residue on the needles almost flaking off like dandruff. Even have wash the needles the problems still persist.
The seller says that this is perfectly normal its something called "cutin", in all my research I cannot find anything referencing this in Japanese Junipers. I am about to return the tree but wanted some input first to see if anyone knows what is going on. I am suspecting some mold/fungus but I could be mistaken.
Any help would be appreciated.

Looks like a squamata juniper to me. They have white residue on the needles.

Thanks. It was sold to me as Juniper Procumbens Nana. I dont know if thats similar to squamata.

Apart from the residu, is your tree outside ( where it needs to be) or inside( where it will die)?

I currently have it inside next to the window for the winter. It hasn't been warmer than 10 degrees in the last week. I will be putting it out once it warms up a bit.

Move it outside now, no reason to wait if you want it to survive. 10 degrees is not cold for a tree.

Unless you want a dead tree, move it outside asap.
