Hi guys. My wisteria leafs are turning colour and I have no idea why. Any ideas ( don't think it's because it's winter and decides) it's in a moderate temp location to not go dormant...underwatering ?

It is winter and you are trying to keep a temperate species indoors. That is a recipe for unhappy plants.

I thought being so young and small. It's would die outside as uk Welsh winter are quite harsh. What would you advise moving it out doors or wait till spring time and move outside so it can gey used to to the weather seasonally?

Wisterias is hardy to uk climate.
Now when the tree is stressed from beeing kept indoors in winter the best is to keep it under 10 c so it gets into dormancy but protected from frost.
As soon as the risk of frost is over, put it outside exposed to natural environment for the rest of its life.

There are some options for frost protection.
Put it by a window in an unheated room, like a garage or outbuilding. Or, make a cold frame with a light bulb to make some heat, depending on how cold it gets. Put the cold frame on a porch up against a wall or window that lets heat in from the house.
There are plenty of ideas.
