Do you have a place that stays below 10C, and does not dip deep into freezing?

I have an unheated garage that has a window in it. However the window faces north west and doesn’t get much direct if any sunlight. It probably floats in that area of 0-10C all winter

That is proboably your best chanse. Add some grow light and possibly a fan.

Sounds good.
Don't worry too much about sun. Light is needed, yes. But below 10C all processes sow down. I have kept olives in an unheated floor in my house, where temps are ~ 12 degrees all winter. No direct sunlicht, just muted daylight.

So, my next question is..
Ive had it inside for the last week or two would it be an issue at all to move it to the garage now? Will the tree suffer from going from outside to inside to back outside?

Trees can naturally cope with temperature swings between day and night up to 15 degrees. I would not be concerned moving it now.
