leaves dying on my Hinoki cypress

The leaves are dying on my Hinoki cypress. I bought this In the spring and it had been doing well. I was worried I had not given it much fertilizer So two weeks ago I gave some grow 7/9/5. The leaves were not this brown before i gave it fertilizer. the leaves are falling off when I touch them. I live in Philadelphia, Pennsylvania and it is fall now. It is planted in Sphagnum Moss long kind. It is not dry. I wanted to transplant it in bonsai soil but didn't think it was a good time. Now I am thinking that it would be a good time. Any advice would be appreciated. Thanks.

Why sphagnum moss? The pot looks miniscule for the size of the tree. No fertiliser, I would not re pot it now though I would cut as much of the dead as I could and keep it well watered until spring then get it into proper soil.

I need to do something. This is happening fast. It was sick when I first got 5 months ago and I put it in sphagnum moss and did very well. I am thinking of making it shorter and put it in bonsai soil without cutting the roots.
