Fukien tea losing leaves

Hello everyone, my name is Taemus. I am 21 years old and was given my first bonsai a little over a year ago. The Fukien tea recently lost all of its leaves. I water it with about 250 ml twice a week roughly which might be too much. I’ve also noticed little tiny white bugs and unsure of what they are. I have yet to repot and plan on doing soon with some possible help from a bonsai place. Any recommendations would be much appreciated as this was a birthday present from a person I cherish.

Is there any hope of repotting or possibly cutting to the base?
