What is this stuff?

So I planted this blue jacaranda in April and it has been growing steadily. Last week I noticed this white stuff developing on the limbs. Its white but not fuzzy, almost more like a sap that had hardened. What is it? Do I need to do something about it, and if so what? Picture included.

Hard to say mate, leaves look pretty healthy at this stage (but that could turn). Could be pest related. How olds the tree? Got any hardwood on the plant/ is it just infecting the green branches?

I planted it as a seed in April so its about five months old and still all green.

Ok now some of this stuff is starting to turn brown on one of the lower branches. Also for scale reference these branches are barely a millimetre in diameter, the white wax bits are about the size of large grain of sand and the brown bits are about the size of a fine grain of table salt.

Environmental wise, the plant has spent its entire life indoors so i kind of doubt it has an insect problem, in a house kept at 75 degrees. I sits with the other plants in a window with plenty of light plus a grow light running for twelve hours a day. It also sits on a humility tray was fertilized with fertilizer pellets in may and the soil is kept moist daily and monitored by a moister meter.
