Does it really require you to wait 3-5 years to shape and wire it?

Depends on the tree, and on your proficiency in keeping it healthy. You’re not giving context here, so this will be generic...
Styling can be stressful for the plant; if you can’t judge its health you may kill it or seriously harm it.
On the other hand, there’s almost no point in wiring a tree that is in the very early stages of its development and needs to grow for half a decade before you can do anything with it (there are exceptions, but again).
Actually, usually the more you try to do the longer that “half a decade” will become.
If you are good at it, and the plant is healthy and at the right stage of development there’s no problem in buying a tree and style it even immediately.
But if you need to ask, that’s probably not the case....

An opinion: don't wire the tree because it is a bonsai and that is what you do to bonsais. Wire it because the shape of the trunk would improve, or because those branches sweep upwards and should sweep down. Or for some other bonsai reason.
How do you know those bonsai reasons? Look at a lot of trees. Read a lot of how to books and articles. When somebody posts a picture of a tree ask why the wire bends a branch that way.
