There is no need for growlights outside. They are not as good as they are made out to be either, I have not found them to be that effective.

My intention was that if they are placed outside and given the current conditions (3-4 hours of direct sunlight in the morning, and bright indirect sunlight in the day) are insufficient - then the growlight might be a helpful supplement to give the plant that little bit more light it needs.

I was intending to switch the growlights on for about 6 hours from 6pm till midnight just to give the extra light to the plant. Would this be helpful in anyway, or counterproductive?

my maple only gets about 4 hours of morning sun and it does just fine.
