A tip before we start: capitals and periods read much better....
"defoliate like you are supposed to"? You are not supposed to defoliate at all, it all depends on the tree, time of the year, its health and the stadium its in. So it could be that the tree didnt recover too well from last years defoliation, or was weakened by a few years of defoliation.
A picture would help so we can see the trees.

They are and have been outside all the time?
That moss is also not so good: you cant see the soil underneath , so its difficulult to know when you have to water. Acer does need a lot of water in summer.Speaking of which: how do you water and how often?
... what is all that wire doing around the some trees?

Sorry, i do not understand what you are trying to achieve by letting the wire grow into the tree- "curly -g appearance"???. It will always be an ugly spot, and harms the tree ( could kill it )
