Chinese elm leaves turning white-ish

Hello,
I've kept my bonsai in the same spot since I bought it. East side window, plenty morning sun (if we get any in UK). Fertilizing twice a month since March, watering when the soil gets dry, which is quite a lot recently. The leaves are not dry or anything really, just the colour changed.
Funny enough my other Elm sitting just inches from this one has no such problem.
Could it be that is more sunny now and the leaves are getting burned? And what can I do to help the tree?

It really needs to be outside, trees need sunlight, inside they die sooner or later

It is not from sunburn.
Overall the plant does not give a healthy impression. Has it been growing well? I do not see any fresh foliage.
It could be that it is just the old foliage dropping. But it could be roots too.
If you see you fertilize twice a month.. Do this only if you actually see the tree growing.
