A few questions about my bonsai

Hi me and my girlfriend own a bonsai tree that was on the decline until the summer hit again I've been pruning it and want to revive it . I have a few questions I'm hoping someone would be nice enough to answer
First can anyone tell what species my tree is I have an idea but I can't tell myself
Second there are white spots I see on the leaves are these something to be wary of or just natural for our tree.
Third our tree has a lot of browning leaves I removed slot of dead foliage to let new green ones grow but I wasn't sure if I should keep the browning ones that seem to be alive still or cut them to promote new growth and should I cut offshoot branches that are dying to give more energy to the fresh green branches
Lastly a bit of info on our circumstances the tree sadly can't be repotted with fresh soil and it's been in the same soil since last year due to our right budget my father was put in control of the tree for awhile due to moving and left it in direct sunlight that and infrequent watering and we figured it died Ive also put the plant in a sink recently filled with water to get it to the main root otherwise I can any other questions that can help solve my dilemma. THis is a juniper in very poor condition. It needs to be outside 24/7 and ideally in full sun. Although, if you have not kept it in full sun, keep it in dappled sun for the first 2 weeks.
Do not water this by soaking it, but by watering from above.
I think you will need to find an insecticide and miticide as it looks you have both insects as spider mite infections.
Then just let nature take care.

It is ill so "less is more". I think you should not prune it because that will require more energy for it to repair itself which it cannot afford right now. The only advice I can give - other than that of leatherback - is to aerate deeply into the soil in order for watering to be more efficient. Those thin shish kabob skewers work very well.
You don't say why you cannot repot it (????) but you can probably lift the whole thing out of the pot and put it into a larger one (without pruning the roots) and fill in the gap with fresh soil.

update on my juniper
looking back I was extremely ignorant of the trees needs. i have given it 12/4/5 fertilizer to inspire fresh growth
i had originally trimmed all the dying growth to inspire fresh green growth which has worked so far i also used a spray to kill mites and any other pest that was on the tree keeping it in full sun.
the tree is very bare and slow growing but does have slow growth.
the reason I couldnt repot at this time is budget restrictions for a new bonsai soil I'm hoping that fertilizing it will hold it over until I can repot it. I also water it once or twice a day for 10 seconds each letting the water drain I grow a little less ignorant to the beautiful art of bonsai care every day here are some update photos
i have a few questions to ensure a healthy bonsai
firstly how easily can you overwater a juniper? I know my pot does require more frequent watering but I'm still a bit worried about over watering
will touching the soil be a sufficient test ?
what else should I do to maintain fresh growth
finally what are these white dots?
any more advice will help me immensely in the art of bonsai thank you for all your advice and knowledge you all help me take care of this beautiful tree everyday!

You should be more concerned about the tree than concerned about the art of bonsai. This Juniper is extremely weak, and you must stop the fertiliser, it is doing more harm than good. What white dots? Water as needed not for a specific time, and check the soil to se if it is dry, before watering. Depending on the draining of the soil will determine if it has too much water, but it is unlikely especially at this time when it is warm.

you misread what I have said I said the beautiful art of bonsai care mainly taking care of and helping the tree i also recently added the fertilizer a couple weeks ago which has increased the growth of the foliage quite a bit since it was added

Fertiliser when the tree is so weak is not why it started to grow. Plants only require water and sunlight to photosynthesise

The white dots COULD be juniper scale?
Best way to keep it growing is care for it, water when needed. Fertilize when you see good growth. Give plenty of sun.
Overwatering is real, especially when using very dense organic soil. So be carefull when a period of multiple weeks of rains come.
