You would be better putting it outside right now. In uk they might make the winter outside as well. Where i live it is much colder in winter and i keep mine in an unheated greenhouse.

Do I need to soak the seeds first?
Hot is a relative term. We were in Windsor in July and thought it was warm. Northumbria was comfortable but they thought it was hot.
Trees become comfortable with the environment where they evolved. I would follow their calendar. Spring seeds w as not to grow in the spring. Fall seeds want to spend winter cold and then sprout in the spring after experiencing cold winter weather.

They can take wide Range of temperatures as long as it is in line with the season. Room temperature in winter is as bad as freezing in the middle of the summer. Put it outside!

Check the tree species at the top of the empire homepage, it will tell you how best to care for your Chinese Elm.
I admit it all is a bit confusing at the beginning. Keep researching and asking questions.
Your Chinese Elm looks healthy enough. What kind of soil is it in? Looks like the stuff mine arrived in which you should change as soon as you can. I find a mix of Akadama/Lava Rock/Molar Clay to work. I too am in the UK.
