Without sounding patronising,
Your tree should not be indoors.
From the pictures you’ve provided it looks like a juniper which should be outside all year round. It will slowly die off left indoors.
Secondly, I can’t really tel from the picture but that mound of dirt looks like algae, which suggests your over watering it.
Only water when surface soil has dried out, twice a day indoors is far too much.

yes, your tree will do just fine outside in that weather as long as you make sure the soil does not dry out all the way. i live in socal we get 105*F+, my junipers are outside all year. i have some positioned for all day full sun and some get sun from 10am-2pm and all trees do just fine. note i do have to water twice a day all summer, sometimes even up to 3 time a day but thats rare when i do. considering your tree is going down hill at the moment i would place the tree were it receives dappled sun and after a few weeks outside you can slowly position it to receive more sun. just know that your juniper has been unhappy for quite sometime now as junipers take a while to show signs of stress so there is a chance this may not make it. so i would keep up the care and hope for the best.

Ive learned to just keep a close eye on the soil, check it regularly and if it feels dry give it a water

We have a tendency to think that it rained yesterday, so I don't need to water them. Or, it is pretty chilly today, so I don't need to water. Check them. They may be in a rain shadow and no rain fell on them. Lately around here it has been unseasonably cool (that is, we are running the heater when we should be running the air conditioner) and the humidity drops when the sun warms everything up, and the trees dry up fast. Check them.
