Red maple not waking up?

Hello all, I have a strange problem. One of my Acer rubrum refuses to wake up, even though the cambium is a vivid green all along the main trunk line. I've given up on the top branches because they are either dead or dying, but my main question is why the tree isn't back budding at all?
It has a twin of the same species and roughly same age that has already leafed out AND created new buds which are already breaking. So why isn't the other doing the same?
P.S. Roots are healthy, no bugs, no rot, etc. I water regularly about once a day.

Where are you located and what is climate like where you are?
I have maples in my greenhouses that are fully leafed out now and the same variety in ground outside, just about to swell. There are a big difference in climate and development in spring, just as individual differences.

I'm in the Northern hemisphere, on America's east coast.

East coast could be Key West or Maine.
