Recover lost Quercus suber bonsai foliage

Hi everybody!
I have a 10 Years Quercus suber bonsai, which last summer, probably due to a strong insect contamination has suffered a lot and partially lost the leaves in one side. I’m in Portugal and the spring will arrive soon, so I would like to know if I can do anything to gradually recover the plant shape as before.
- Should I leave these clean apparently dried branches waiting for a new foliage.
- Should I cut them and wait to see if some new branches maybe sprout from the trunk
- Should I make something else to get the plant foliage renewed and proportionally distributed (repotting…etc)?
