Back budding leggy Scots Pine

Hi all my first time on the forum. I have been working on my bonsais for several years but my skill level is about average due to my disability.
I have a very leggy Scots pine with growth on the very end of the branch no where else. I want to try to make the tree back bud.i would be greatful for and Information on how to do this.

I have noticed on my scots pine that the harder i cut new growth in spring, the more backbudding i get. In my conditions it has been hard to get backbudding on wood older than 5 years.
