I got this juniper from a local nursery in Houston Texas. Can the wiring come off or will the tree be fine consuming the wiring?

Poeh, that has stayed on long!
I personally do not like to have wire inside a branch. The plant will be able to deal with it, but when you in the future want to take a branch of, you always run the risk of ruining the tools. FUrthermore, I think it is sloppy work leaving wire on longer than needed. Here they probably wanted to create an aged look by letting the wire bite in.
Be carefull removing the wire. DO not try to clip it off. Rather, thewire should be very carefully unwound, lifting it out of the groove as mcarefull as possible. YOu will do loads of damage. I would recommend having cutpaste or petroleum jelly at hand and afterwards covering all the damaged areas.
Returning to the nursery would also be an option.
Good luck.
