Norway Spruce seedlings

My Norway spruce seedlings grew up an inch and then stopped growing.
They get half day sun and kept moist when they dry out.
They have been fertilized once a month.
I lost a few when they dried out more in the heat of summer.
Is there anything I could do to make them grow a bit before winter kills them all?
Any suggestions would be greatly appreciated.

In their first year they don't grow a lot. They mainly produce a steady root base then. From the second year they should take off.
