Hi,
I'm a complete newbie to bonsai but I recently picked up a pinus mugo at my local nursery and this is my first attempt at creating a bonsai. Any tips would be appreciated, basic next steps etc.

Find a good place outside to put the tree, then go find a local group that does bonsai and make some friends. They will know a whole lot about what trees work in your climate, when to do what, how to protect them in the winter, etc. Some of them quite likely have too many trees (!!) and might give one away. They might invite you to come over and dig up a tree for them. You can watch them wire, etc., and learn more from watching than from a dozen web pages.
Type "bonsai near me" into google and see where it takes you.

Thanks, yes I repotted it. I was wondering if I could wire it or should I hold off until next year.

Mugo are very fussy about when work is done. I killed one in 3 months because I wired and pruned at the same time. So now do nothing until next year.
