What is wrong here?
Am I over/under watering it?
Does it need a repot? If so what soil etc?

You purchased a young plant in a pot, were told that it could live indoors and to water it by submerging it in water?

It looks like it's dieback from the apex.
Have you pruned it?
The soil looks OK.

We have way to little information to say anything about it. For starters, I don't see a picture at all and I have the impression that clicio can see one..?

Do not repot put it outside. Water when almost dry. Otherwise learn how to look after it and I would remove the dead bit.
