Insects inside leaves cork elm

Hi.
I have problems with three of my cork elms. There are insects (see first picture) inside the new leaves. I've cut off all leaves with insects inside. What is it and how do I avoid it?

Looks like the same thing I had this spring. I concluded it is a type of insect or mite living in the leaf. Can't remember what it was exactly. I removed the infected leaves. Did that for 2 weeks and it was gone.

Some kind of Psyllids. The freshly molted one have a cool color...
I’ve got this year on the floribunda and the field elm. The ones I’ve got their larvaes made a cottony substance inside of the distorted leaves.
Their cycle looks help us, cause for me too it was enough to cut the infected leaves.
