Cedrus libani endangered

I have a question regarding my cedrus libani, it's a 16 years old bonsai tree. I am concerned about it because this spring, and till today its new buds are still not springing. Last February I did the repotting and I am afraid I was aggressive on roots trimming, also I have doubts if the renewed soil is not a good.

Losing its needles OR didn't bud after winter?
Or both?
Could very well be your aggressive trimming, but some trees refuse to bud sometimes until summer.
Just wait and hope for the best.

Both: didn't bud first, now losing needles.
For the first I was not worried too much. But last day when I noticed numerous fallen needles, I got worried.
And now following my agronomist prescriptions I put it in shade, watered it with Fosetyl-Aluminum and I am spraying it with water twice a day.
But I have always to take my precautions with the agronomist because I am his only client who do bonsai, that's why I am posting here hoping to get an advice from a bonsai expert.

Cedrus hates it when the roots are worked. So yeah probaly that is the cause. I would listen to the agronomist, that this is a bonsai does not matter.
I had no luck with cedrus, killed my first on the first repot and never got one afterwards.
