I have this bonsai that im growing from seed (its from a started kit). its in a small pot and it has developed some leaves but now it stopped. it is normal? or should I repot it? any advice?

No, you don't. You have a seedling.

It needs to be outdoors.
You cannot grow bonsai by keeping small plants small in a small pot.
Let it grow for several years.
Start studying. You have plenty of time.

Make sure you keep it outside.
Remove the pebbles as they stop you from seeing the soil
DO not let the soil dry out completely, but avoid having it wet. So right inbetween is where you want it.
Seedlings will nog continue growing. THey pauze every once in a while, push more roots and then start aboveground groing again.
