Tough one.
I would use, very carefully and slowly a flat head bonsai wire cutter, and after taking the green tie off I would use cut paste on the scars.

Looks like plastic? Take a knife and cut it. Then peel it out. Some bark damage will occur.

That is a nasty ingrowth! It will take a very long time to heal and disappear ( if ever)
Besides that- which plant/tree is it? Is it only for picture purpose indoors?

Thank you. It is one of my money trees. I discovered the second one I purchased has the same issue but not as bad as this one.
