In the peak of early summer, july, cut back hard. You can cut into the area that grew last year assuming there is still a good amount of last years needles.

I am not good with pines. But to me that branch looks plenty healthy and I would not hesitate to cut back. But... I kill pines

No expert here, but I don't kill pines.
It is safe to cut back that branch to the first fork. Leave a stub so if it dies back it will do so to the fork and not further down.

If your tree is really healthy you can decandle completely. Contrary to common knowledge I ( and with me some others) experienced backbudding on mugo pines with this technique, even on old wood.
