I personally grow my plants outside so I do not know which lamps are harmfull for plants.

Hi.. No i do not mean the light.... The insect in the photo.. I hardly use the light.. Just for today as raining whole day today...

First one looks like a midge, but it's hard to tell as there's not enough detail. The second photo I have no idea what I'm supposed to be looking at.

There are ging to be insects and other bugs around your plants. Most of them are no problem. The main problem you will encounter are scale and aphids.
